HB 1802 – Concerning minors in possession of alcohol, cannabis, or controlled substances

Priority Legislation Update

Cannabis Research Commission

SB 5546 – Establishing a Washington state cannabis commission

HB 1581 – Establishing a Washington state cannabis commission

  • Both bills have had a hearing and need to get an executive vote before next Friday.  We expect both bills to advance.  

Homegrow

HB 1614 – Concerning the home cultivation of cannabis

  • Committee is debating the bill and will vote before Friday to advance the bill if the votes are there.

Patient Excise Tax

HB 1453 – Providing a tax exemption for medical cannabis patients

  • Referred to the Finance Committee and needs to be scheduled for a hearing.  Deadline for passage out of fiscal committee is Feb 24th

Arrest Protection

HB 1563 – Concerning arrest protections for the medical use of cannabis

  • In the Rules Committee and needs to be pulled to the floor for a vote.  Deadline for House of Origin is March 8th.  The earlier the house passes the bill to the senate, the more time we have to complete the process again on the Senate side.

SB 5608 – Concerning arrest protections for the medical use of cannabis

  • Pumping the breaks and leaning on House Bill as the vehicle

Cannabis Waste

SB 5376 – Allowing the sale of cannabis waste

  • Hearing on Monday in Senate Ways and Means and needs an executive vote by Feb 25th

Interstate Commerce Trigger Bill

SB 5069Allowing interstate cannabis agreements

  • On the calendar for a floor vote.  Needs to pass the House of Origin by March 8th.

HB 1159 Allowing interstate cannabis agreements

  • Pumping the breaks and leaning on Senate Bill as the vehicle

Social Equity

SSB 5080 – Expanding and improving the social equity in cannabis program

  • Hearing on Monday in Senate Ways and Means and needs an executive vote by Feb 25th

HB 1790 – Expanding and improving the social equity in cannabis program

  • Not exactly a companion to SB 5080 and not agency request, but identical to the Saldana substitute
  • Hearing on Thursday the 16th.  Needs an executive vote by Friday.

The Week Ahead

This is the last week to get a bill out of policy committees.  Schedules look pretty light and we expect to see a great deal of executive action.

  • SB 5367 – Concerning the regulation of products containing THC.
  • SB 5340 – Regarding limits on the sale and possession of retail cannabis products.
  • SB 5363 – Concerning cannabis retailer advertising.
  • SB 5259 – Ensuring commerce and workplaces are safe from product theft.
